In regard to the opting out of prescreened credit applications, I believe I can provide some clarification. A couple years ago I came across this opt out thing as well. I went through with it and it has substantially reduced the amount of credit applications I have received.
Basically the way it works is the opt out list is with the big 3 credit reporting bureaus. Those agencies provide services to banks where the banks goes to the bureaus and request a list of names fitting specific demographics. These lists then go to the banks who make the junk mail.
However this opt out does not eliminate all unsolicited credit applications. For instance both the Universities I have attended also sell lists. Those applications I still receive.
